Updated October 2026. The cost of living in France depends mostly on rent. A single person in a 25 m² studio spends about €1,303-1,353 a month in Paris on rent, transport, energy, internet, insurance and groceries, against €773-813 in Toulouse. Paris rents average €33.3/m², twice Lyon's €17.7. The all-zone Navigo pass costs €90.80 since 1 January 2026, and the SMIC is €1,867.02 gross a month since June 2026.

Key takeaways

  • Rent drives the gap: €833 for a 25 m² studio in Paris against €385 in Toulouse (October 2026).
  • A Paris studio budget takes about 60-62% of the €2,190 median net salary; Toulouse takes 35-37%.
  • Agencies' 3x rule means about €2,499 net to rent the average Paris studio.
  • The all-zone Navigo Mois is €90.80 since 1 January 2026 (€88.80 in 2025).
  • The SMIC is €12.31 gross an hour since 1 June 2026, €1,867.02 a month.

Is France expensive to live in?

The cost of living in France depends heavily on the city, and rent explains most of the difference. Our October 2026 calculation for a single person in a 25 m² studio gives about €1,303-1,353 a month in Paris and €773-813 in Toulouse, with Lyon and Marseille in between. Groceries, energy and internet vary far less by city than housing does.

Incomes give the scale. INSEE puts the median net salary at €2,190 a month and the private-sector mean at €2,733 (2026 publication of 2024 data). The SMIC, the national minimum wage, is €1,867.02 gross a month since 1 June 2026, about €1,478 net. Two structural factors soften budgets: a strong public health system and subsidised public transport, with employers paying half the pass. For reliable, current cost data, the reference is INSEE.

How do Paris, Lyon, Marseille and Toulouse compare in 2026?

A single person's core monthly budget in a 25 m² studio ranges from about €773 in Toulouse to €1,353 in Paris in October 2026. The table adds up rent, a monthly transport pass, electricity, fibre internet, water, the cheapest home insurance and a home-cooking grocery estimate for each city. Rent makes up €448 of the Paris-Toulouse gap on its own; the transport pass adds €31.80, and groceries add €50-60.

The totals are floors, not full budgets: they leave out rental charges, a phone plan, a mutuelle and leisure. Two transport fares need care. RTM's €45.20 Marseille pass comes from a single secondary source, and Tisséo's €59 Toulouse pass is disputed by a €63 figure elsewhere, so check the operator sites before you budget. Electricity uses the regulated Base tariff of €0.2001/kWh from the CRE decision of 1 August 2026.

Own calculation, single person in a 25 m² studio, per month, October 2026. Rents: meilleursagents barometer × 25 m², charges excluded. Electricity: 1,800 kWh a year at €0.2001/kWh plus the 6 kVA standing charge of €190.32 a year. Water: SISPEA average €4.89/m³. Groceries: an INSEE-derived estimate, not an official basket. Excludes rental charges, phone, mutuelle and leisure.

How much is rent in France?

Average rents in October 2026 are €33.3/m² in Paris, €17.7/m² in Lyon, €16.9/m² in Marseille and €15.4/m² in Toulouse, charges excluded, according to the meilleursagents barometer. A 75 m² family flat therefore averages about €2,498 a month in Paris against €1,155 in Toulouse. Paris, Lyon and four other cities apply rent control (encadrement des loyers), which caps the rent at the local reference plus 20%.

Rent also decides whether your file passes. Most agencies want net income of 3 times the rent. A median earner on €2,190 net clears that bar for a 40 m² flat in Lyon, Marseille or Toulouse, but not for an average Paris studio, which needs about €2,499. A SMIC earner, at about €1,478 net, clears it only for a studio outside Paris. Our housing guide covers guarantors such as Visale that help when income falls short.

Own calculation: average rent (meilleursagents €/m², October 2026, × surface, charges excluded) × 3, the income rule most agencies apply. Compare with the INSEE median net salary of €2,190 a month.

What do groceries and utilities cost?

Groceries for one person cooking at home run about €230-330 a month in 2026, from €230-270 in Toulouse to €280-330 in Paris. These figures scale an INSEE-derived household basket of about €396 a month, a third-party estimate rather than an official index. Discount chains such as Lidl and Aldi and market stalls cost less than city-centre convenience stores.

Utilities are close to identical across cities. Electricity on the regulated Base tariff costs €0.2001/kWh since 1 August 2026 (up from €0.1940 in February), plus a standing charge of €190.32 a year at 6 kVA: about €46 a month for a studio using 1,800 kWh. Water averages €4.89/m³ nationally (SISPEA), usually billed in the building charges. Fibre internet averaged €33.82 a month in September 2026, with entry offers at €21-28. Home insurance for tenants starts at €5.41a month (Luko by Allianz Direct's published floor).

Why a single number misleads

A national average hides big swings by city, season, and household. Use ranges and your own quotes (energy tariff, rent listings) rather than one fixed euro figure, and cross-check with INSEE for the latest published data.

What does transport cost?

The all-zone Navigo Mois pass in Île-de-France costs €90.80 per month since 1 January 2026, up from €88.80 in 2025 (annual pass €998.80, single métro ticket €2.55). It gives unlimited travel on métro, RER, bus, and tram. Students under 26 pay for the imagine R pass instead: €393.30 a year, rising to €401.30 from September 2026. Private-sector employers legally reimburse 50% of a transit pass.

Regional networks are cheaper. In Lyon, the TCL monthly pass for ages 26-64 costs €75.90 (September 2026). In Marseille, the RTM Pass Liberté adult monthly is quoted at €45.20, from a single secondary source, so confirm it on rtm.fr. In Toulouse, the Tisséo 31-day pass costs €59on the operator's own shop; another site cites €63. Beyond cities, fuel and autoroute tolls (péages) add up for drivers, while the TGV fares vary with how early you book.

Sources: Île-de-France Mobilités and service-public.fr (Navigo, effective 1 January 2026), TCL, RTM and Tisséo fares as gathered in the October 2026 research. Confirm the current fare before you buy.

What about eating out and health?

Eating out spans a wide range: a café coffee or a formule lunch menu is modest, while dinner at a sit-down restaurant in Paris costs noticeably more than the same meal in a regional town. The menu du jour and bakery lunches keep daily food costs down. Restaurant wages follow the HCR collective agreement, where entry rates now sit at the SMIC of €12.31 an hour.

Health costs are largely covered. France's public Assurance Maladie reimburses most of the cost of doctors, prescriptions, and hospital care, and residents top this up with a private mutuelle to cover the remaining share. As a result, out-of-pocket medical spending is usually modest. See service-public.fr for how coverage and the mutuelle work.

Paris vs the regions: how big is the gap?

The Paris premium is concentrated in housing: a 25 m² studio costs €448 a month more in Paris than in Toulouse, or €5,376 a year. Measured against the €2,190 INSEE median net salary, the core studio budget from the four-city table takes about 60-62% of income in Paris, 39-41% in Lyon, 37-39% in Marseille and 35-37% in Toulouse.

Salaries are higher in Paris for some roles, so compare income relative to housing cost, not rent alone. HelloWork, for example, puts the Île-de-France median for software developers at €52,000 a year (October 2026). A job offer in Paris needs to beat a regional offer by more than the housing gap to leave you better off. See our jobs guide for salary bands by profession.

Frequently Asked Questions

Is France expensive to live in?
